This paper compares the climate change policies of China and the EU. While China came relatively late to the conclusion that climate change was a serious challenge, it now sees it as a matter of national security. It has adopted very proactive measures in the area of clean energy and will continue to do so for the sake of energy and climate security, social stability and economic benefit. China is likely to continue to focus on its domestic policy and will only accept international agreements that allow it to pursue domestic priorities.
